The New Generalitat Headquarters in Lleida

Thoughtfully connecting the natural descent of the Seu Vella hill with the emerging urban fabric

Ths project represents the coming together of two circumstances—the need to provide a new administrative headquarters for the Generalitat of Catalonia in Lleida and the demolition of an old barracks that will help complete the green area descending from the hill. The location at the threshold between historic Lleida and the expanding district, becomes a strategic hub for weaving new connections between city, landscape, and its people. The new building on the Magisteri site is a collaborative vision by Marvel Barcelona and Garcés - de Seta - Bonet (GdSB), envisioning it not only as a public facility, but as a new home for the community: open, accessible, rooted in its location, and designed to be a meeting point, evoking the civic and symbolic spirit of the Seu Vella itself.

The project adapts to the terraced topography of the retaining walls and old bastions of the Seu on one side, and to the existing urban grids on the other, extending the hill’s natural descent and carefully crafting an urban fragment that had previously lacked clear definition.

The building takes shape as a cluster of volumes, each with a consistent 18-meter span, arranged in a descending spiral that echoes the natural form of the Seu Vella complex.

The new headquarters rises toward the east, in harmony with the residential towers of Camp de Mart, and lowers toward the north and west, where the cityscape is more modest.
© Marvel, GdSB
This dynamic layout not only fulfills the functional program effectively, but also forges topographical, visual, and urban relationships with its surroundings, creating garden terraces that enhance the environmental character, landscape integration, and user comfort.

The New Headquarters presents a unique form yet remains sensitive to its context. The facades, constructed with a modular prefabricated system, ensure natural light, cross ventilation, and thermal comfort.
This calm and repetitive rhythm is only interrupted by expansive openings at the intersections of volumes and access to terraces, which house distinctive communal spaces, such as the dining area or relaxation zones—true catalysts of the building’s public life.

The central courtyard, a modern take on the cloistered gallery of the Seu, organizes the project and connects the entrances. This green space acts as the heart, providing a climate refuge and a social zone, creating a seamless flow between indoor and outdoor areas.

The project has embraced a strong sustainability vision from the outset, proposing passive strategies, automated active systems, and conscious user engagement. This approach cuts environmental impact in energy, water, and materials, meets demanding environmental standards, and ensures a resilient response to climate change.
